Kabul

No.  KAB/815/02/2012(130)                                                                                                                     August 14, 2013

Security Advisory

In view of the end of the holy month of Ramadan and the various inputs being received, the security scenario in Kabul and the provinces is expected to worsen in the near future. There is a strong likelihood that militants shall continue their atacks against high value targets in Kbul and other provinces. The possiblity and probability of AGEs targeting Indian nationals and Indian interests/establishments in the near future cannot be ruled out.

On August 3, 2013 a group of militants mounted a well-planned major attack on the Indian Consulate in Jalalabad. Though the attack was foiled and all three militants were killed by the vigilant Afghan policemen at the external barricade leading to the Consulat, thre were large civilian casulaties, with 10 civilians dead, from the two suicide blasts. All indians are hereby advised to avoid unnecessary movements to the extent possible. In case movement is necessary, it should be undertaken with utmost security precautions, due vigilance and caution. It is also advised to keep a safe distance from all military convoys since these are common targets for militant attacks.

This advisory is being issued to keep all addressees fully aware of the perceived threats and not to create any fear or panic.
