Security Advisory

The swcurity situation in Afghanistan is expected to deteriorate in the coming days in view of the scheduled Presidential and provincial council elections across the country on April 5. The Taliban have repeatedly threatened to disrput the upcoming elections and warned all Afghans to keep away from electoral offices, voting booths, rallies and campaigns so that their lives ore not in danger. The campaign teams of several Presidential candidates have already been attacked leading to some casualties in different pars of the country. I the 2009 Predidential Polls too there were 79 violent incidents attributable to the Taliban and AGEs.

The present polls, marking the first democratic transition of power in the country, are taking plce in an atmosphere of uncertainty and the Afghan security forces are expected to be stretched thin securing the elections across provinces. In case the first round is not decisive thre will be a second round of voting in May.

Every Indian citizen is advised to maintain due vigilance and caution since Indian interests and citizen face serious and credible threats from some insuragent groups. There already hace been incidents this year of attacks on cibvilian expats in Kabul, including the one a Lebanese restaurant in Wazir Akbar Khan which resulted in 21 deaths on January 17 and murder of a Swedish journalist in the same area on March 11. All movement outdoors must be random and npredicatable, by variable routes and nonly if unavoidable. Kindly remain in contact with the Embassy and your other colleagues, and follow the mass media to be aware of any incident in the city with bearing on your persona security.

 This advisory is issued only to make everyone aware of the threats as parceived now. There is no need for panic/indiscretion of over-reaction.
