Ladies & Gentlemen,

I extend warm greetings to all guests present here as we celebrate India’s 65th Republic Day. On this day, sixty four years ago, in a remarkable display of idealism and courage, we the people of India gave to ourselves a sovereign democratic republic to secure all its citizens justice, liberty and equality. We are proud that India is the largest democracy in the world. This year , we will witness the 16th General Election to our Lok Sabha.  India  is not just a geography: it is also a history of ideas, philosophy, intellect, industrial genius, craft, innovation, and experience. We congratulate Turkmenistan to conduct free and fair   elections of the Mejilis in Dec 2013.  India and Turkmenistan enjoy historically close and friendly relations. Perhaps, you may be aware that we have a historical monument in India called ‘Turkman Gate’ in Delhi which was built in  1650s in honour of Turkmen soldiers serving in India.  Bairam Khan was the mentor of Emperor Akbar.

Ladies & Gentlemen
Our relationship has been marked by steadily growth and progress over the years.  The 4th IGC meeting was held in New  Delhi  in  January, 2013 and the 5th IGC meeting would   be held in Ashgabat during second  half of this year.  To enhance defence cooperation with Turkmenistan, a resident Defence  Attache joined the Embassy in   Aug 2013.  First-ever, Indian Parliamentary goodwill delegation led by Minister of State, Parliamentary Affairs visited Ashgabat in Oct 2013 to celebrate Turkmenistan’s 22nd Anniversary of Independence. On the sidelines of the visit, he also met the Hon’ble President and the Chairperson of the Mejilis and discussed beneficial relations mutually.

Ladies & Gentlemen
The economic relations between the two countries have  been growing steadily year by year.  With the blessings of esteemed President of Turkmenistan H.E. Mr. Gurbanguly Berdimuhamedov,  TAPI  gas pipeline project is on the fast track. The four member countries linked-up with the project are in the process of choosing a consortium leader  to  construct  and operate the gas pipeline. This project which will elevate bilateral ties to a strategic partnership, is expected to  be  operational  by  August 2017. Days of Indian culture were celebrated  in  Ashgabat and Mary in July 2013.  A 15-member Bollywood troupe visited Turkmenistan for this purpose.  The   days   of Turkmen culture   would be celebrated  in India during second half of this year.

Ladies & Gentlemen
Under Indian Technical Economic Cooperation  programme, Turkmen officials attend trainings in India to enhance their working knowledge in various fields. Besides, Indian Council for Cultural Relations offers scholarships to Turkmen students for higher studies in India.  To promote people-to-people contact, Turkmenistan Airlines operates weekly 2  flights to Delhi and 6 flights to Amritsar.

Last but not the least, I want to thank all the esteemed dignitaries and guests for their valuable presence today.

Thank you.
