Scholarships For Study in India (2020-21)

Embassy of India, Ashgabat is pleased to announce the Indian Council for Cultural Relations (ICCR) Scholarships for the academic session 2020-21. The Government of India is offering Scholarships under ICCR Scholarship Scheme to Turkmen Nationals to study at Graduate, Post Graduate and research level in the Indian Universities during the academic year 2020-21.

Applicants are requested to log onto “Admissions to Alumni” (A2A), the Scholarship Portal developed by ICCR at External website that opens in a new window and create individual login ID and password before submitting the applications online. This portal contains all the relevant information for the applicants including details of all State Universities, Central Universities and Institutes, colleges affiliated with them, courses available, availability of hostels, applications guidelines, eligibility criteria and other relevant information for helping the applicants in decision-making while applying for the academic courses of their preference.

Please carefully note the following:

(i) Applications should be submitted by 17 February 2020 (Monday) through the online application mechanism.

(ii) Applications should be complete in every detail. Kindly read the guidelines on the portal.

(iii) Applicants are advised to exercise due diligence & research in a dedicated manner on the specific admission criteria laid down by various Universities for each subject, and ensure that they submit all relevant documentation as required by the Universities in addition to the basic certificates mentioned in the application form. For this, they may refer to the Universities Handbook / University Grants Commission’s website and the concerned institute’s website for eligibility criteria.

(iv) Applicants have to submit one printed copy of application with the copies of all relevant documents to the Embassy of India, Ashgabat on or before 17 February, 2020.

(v) Short-listed applicants will have to appear for an English Proficiency Exam to be conducted atthe Embassy of India, Ashgabat on 22 February, 2020(Saturday).Applications of the applicants who are not good at English speaking, writing and understanding are liable to be rejected; therefore it is advised that the applicant who is having good understanding of English Language may apply for the ICCR Scholarship Scheme.

(vi) Applicants should clearly mention the course to which they are seeking admission while mentioning choices.

(vii) Applicants are advised to go through the courses offered by the Universities carefully before finally submitting the application form. List of Universities where ICCR students are currently studying which is available at ICCR Website External website that opens in a new window

(viii) ICCR does not award scholarships for Medical/ Paramedical (Nursing/ Physiotherapy/anesthesia etc.)/fashion coursesor Casual Research/Diplomas/Short-term courses.

(ix) Applicant must produce a medical fitness certificate from a recognized hospital in the prescribed format available with the online application form. This medical fitness certificate can be cross examined by the Embassy, if required. If a student is suffering some serious ailments and hospitalizes in India for a period of more than one month or longer, his/her living allowance will be reduced by 50%. If in future it is found that a student is suffering from ailment which require long duration treatment and remains absent from college, the student will be repatriated to his/her country for treatment.

(x) Applicants wishing to pursue performing arts courses should upload Video/Audio/YouTube link.

(xi) An applicant should have studied Mathematics, Physics and Chemistry at Higher Secondary level to be eligible for admission to science/engineering courses.

(xii) Submission of application form does not guarantee admission.

(xiii) Applicants who have studied in India under ICCR Scholarship Scheme in the past or are studying in India and want to pursue higher studies in India then they have apply afresh on ICCR A2A SCHOLARSHIPS PORTAL and their application will be considered as fresh application and all the guidelines & rules of fresh application will be followed for these applicants. Also it is pertinent to mention that preference will be given to fresh applicants who have not availed any ICCR scholarship and applicants who are applying for higher studies(Post Graduate, M. Phil. and Ph. D. courses).

(xiv) Indian universities/educational institutions are autonomous and independent bodies and have their own eligibility criteria on the basis of which they confirm admissions.

(xv) Applicants are necessarily to stay in the University/College hostel and not in private accommodation. And the applicants who apply for ICCR Scholarships must have to sign the undertaking for staying in the hostel of University where he/she will get the admission.

(xvi) Applicant should be 18-30 years of age by 30 June, 2020. While the applicants applying for Ph. D. Courses should be 18-45 years of age by 30 June, 2020.

(xvii) Applicants, who are having family concerns, are informed that there is no provision to take families with them in India during their study period, hence before applying for ICCR please take this matter into consideration.

(xviii) Applicants are advised to go through in detail of the courses and University for which they are applying on the respective University websites as ICCR does not permit mid-term change of Courses/College/University.

Suggestions before applying online on the portal:

  1. Please read carefully all the terms and conditions on the portal and respective University websites.
  2. Please apply only once on the portal with proper care and attention. Duplicate application will not be accepted and applicants applying more than once are liable to be rejected for the scholarship scheme.
  3. Please upload all the documents scanned properly, certified English translation copy of the documents which are in other than English Language should be uploaded separately, colour photograph with white background of the applicant should be uploaded(front face without spectacles).
  4. Please submit passport details, age proof and other important documents as mentioned on the portal after scanning properly.
