Indian Technical and Economic Cooperation (ITEC) Training Programme The Programme is sponsored by the Technical Cooperation Division, Ministry of External Affairs, New Delhi. From Afghanistan side, the scheme is administered by the Independent Administrative Reforms & Civil Service Commission (IARCSC) The object of this scheme is to train middle level public officials of the Afghan Government Ministries/Department/Semi-Government Organizations. A limited number of seats are also open to private/business organizations. the number of slots for Afghanistan was increased from 500 to 625. Courses Offered: Over 300 training courses are offered in various fields covering areas of: Business Management, Journalism, IT, Legislative training, Power Distribution, English Speaking and writing skills & Business communication; Tools Design; Bio medical/ optical/ ophthalmic equipment, Audit (PSE/Disinvestment/IT/ Environment/Energy), Flow measurement & control techniques, Urban planning and management, Mass Communication, Power plant management, HR planning, Manpower research, Engineering (Civil/mechanical/agriculture), Accounts, Agriculture and Rural development, Logistics and supply chain management; Textile management; Prevention of HIV/AIDs etc. The duration of the courses varies from 2 to 52 weeks. Details of courses can be accessed at:- http://www.itecgoi.in Application Procedure Applications for ITEC courses are required to be filled in by the applicants at “Apply for ITEC/SCAAP Course” link at the new website (http://www.itecgoi.in ). They can choose their own login email ID and create their login password, which would be used by the system to keep them posted of the processing status. After a candidate has applied for the course, he/she must take a printout of the application and submit it to the Ministry of Foreign Affairs or the Afghan Civil Service Institute (ASCI), IARCSI, through the nominating Ministry/Organization. A pre-qualifying English language test is conducted by MoFA/ACSI. MoFA/ACSI will examine the applications and forward the eligible applications along with the English proficiency certificate, to Embassy of India, Kabul for further processing.
