Short-Term Training Programmes Offered Under Indian Technical And Economic Cooperation (Itec)/Special Commonwealth Assistance For Africa (Scaap) Programme |
The Government of India offers various short term training programmes under the Indian Technical and Economic Cooperation (ITEC) programme to Uganda, Rwanda and Burundi. The ITEC programme is administered by the Ministry of External Affairs of the Government of India. The ITEC Programme, fully funded by the Government of India, has evolved and grown over the years. Under ITEC and its associated programme SCAAP (Special Commonwealth African Assistance Programme), 161 countries in Asia, Africa, East Europe, Latin America, the Caribbean as well as Pacific and Small Island countries are invited to share in the Indian developmental experience acquired over six decades of India's existence as a free nation. As a result of different activities under this programme, there is now a visible and growing awareness among other countries about the competence of India as a provider of technical know-how and expertise as well as training opportunities, consultancy services and feasibility studies. These programmes have generated immense goodwill and substantive cooperation among the developing countries. There are around 50 empanelled institutions conducting more than 275 short, medium and long-term courses during the year. The training programme is demand-driven and subjects selected are of interest to developing countries for their working professionals on a wide and diverse range of skills and disciplines. A number of trainees from Uganda, Rwanda and Burundi benefit every year from the programme. India has also sent professors to teach at one of the Ugandan Universities under the programme. Under ITEC, trainees have been sent to attend courses in entrepreneurship, IT, audit, management, education, banking, biotechnology, journalism, communication, power transmission and distribution management and technologies, design of jigs and fixtures, advanced computer aided manufacturing, geo-informatics, instrumentation and data acquisition system in fluid process, human resource planning and development, government accounts and financing, legislative drafting, parliamentary procedures, standardization and quality assurance, advanced finger print science & computers, information technology in law enforcement, etc. From time to time, the Indian institutions also devise special courses, which meet the needs of the beneficiary countries. It may be noted that the High Commission of India, Kampala does not entertain applications directly from the candidates. Applications have to be routed through the nodal ministries of the Governments of Uganda (Ministry of Foreign Affairs), Rwanda (Ministry of Foreign Affairs and Cooperation) and Burundi (Ministry of External Relations and International Cooperation), as the case may be. It may also be noted that applications are also not to be submitted directly to the institutions or to the Ministry of External Affairs. All applications are processed initially by the High Commission of India in Kampala, after which they are sent to the Ministry of External Affairs, New Delhi. The Ministry of External Affairs coordinates with the training institutions for selection of candidates. Interested candidates may (a) register themselves on https://www.itecgoi.in (b) fill the application form online, (c) upload a suitable photograph, and (d) forward two copies of the completely filled application from alongwith affixed color photographs through the nodal Ministry (Foreign Affairs Ministry) of their country.
