Security Advisory Regarding  several major attacks in Kabul city and other parts of Afghanistan

SECURITY ADVISORY

The month of May 2013 witnessed several major attacks in Kabul city and other parts of Afghanistan indicating a substantial increase in militants' activities. Earlier, the Taliban announced a "spring offensive" in April, saying it would target foreign military bases and diplomatic areas. Besides, it is learnt that AGEs may attempt to attack/kidnap Indians working/residing in different parts of Afghanistan. In fact, as per available information, such an attempt was recently made, though due to the delayed arrival of the person (Indian), the AGEs did not succeed in their attempt.

2. On 16 May 2013, at about 0800 hours, Anti Government Elements (AGEs) blew up an explosives-filled Toyota Corolla vehicle in the vicinity of NATO military vehicles resulting in the death of two US soldiers, four US civilian contractors, nine Afghan civilians including two children and injuries to 35 others. On 24 May 2013, at about 1600 hours, AGEs launched a coordinated attack on a UN compound (International Organization for Migration) in the centre of the Afghan capital, Kabul. The resulting stand-off lasted several hours causing widespread panic. On 29 May 2013, AGEs attacked the ICRC (International Committee for Red Cross) Guesthouse-cum office in Jalalabad city. There have been several other attacks in different parts of the country indicating the reprehensible intentions of the AGES.

3. The current security scenario indicates that militants will continue their attacks against high value targets in Kabul city and in other provinces. The possibility of AGEs targeting Indian nationals and Indian interests/establishments in near future cannot be ruled out. As has been advised from time to time, all Indian nationals residing in Afghanistan should review security arrangements at their place of work and residence, follow utmost security precautions and maintain extra vigil. Please avoid public places such as bazaars, restaurants and crowded areas. It is advisable to keep a safe distance from International Military/ANA/ANP convoys, as they
continue to be targets of militants. Also, please keep yourself informed about the security scenario via local visual/print media as well as through interaction with fellow colleagues.

4. This advisory is being issued to keep the addressees fully aware of the perceived threats and not to create panic or fear.
