Security Advisory

The security situation in Afghanistan remains volatil and uncertain, with recent inputs indicating  high levels of threat to Indian citizens and interests in Kabul as well as elsewhere in the country. Militant groups, including Taliban, remain strong and vehemently hostile to the Afghan government establishment and international interests mounting a number of terror attacks in Kabul and other places in the recent past. The US Consulate in Heart came under a large-scale complex suicede attack last month causing several casualties and extensive damage to the facility. The Indian Consulate in Jalalabad came under a similar attack in August causing many civilian deaths though it could not penetrate the outer security cordon. An Indian author, Smt Susmita Banerjee, was killed by militants in September in Paktika province where she was residing with her Afghan husband. Some militant groups, such as the Haqqani Network, are particularly hostile to Indian interests in Afghanistan and may execute their intent through terror attacks in the near future.

All Indian citizens residing or travelling in Afghanistan are asvise to remain fully aware of their personal security at all times. They should pay  attention to the surrroundings at their places of residence and work and remain updated about events thorough TV and colleagues. They should avoid gobernment and international secutity related establishments, markets, restaurants and other place where the expatriate community congregates, since these may be targets of terror attacks. All movement outside Kabul should preferably be by air, since roads are dangerous with instances of militants as well as criminals maintaining illegal checkpoints on the highways, using these for attacks, robberies and kidnappings. All Indian citizeens are advised o enrol themselves in the database at the Indian Embassy through its website or by coming in person so that they can be cantacted in an emergency.

This advisory is being issued to keep the addressees conscious of security threats in the interest of abundant caution and not to cause panic or indiscretion.
