There was a large scale suicide attack by Taliban on a popular Lebanccese restaurant, Lc Taverna, in Street 14, Wazir Akbar Khan, Kabul last evening (January 17). The restaurant is located in a prime area of Kabul where several inportant government installations as well as foreign embassies and international organizations facilities are located. The restaurant is known to have been frequented by foreigners and the attack took place on a Friday evening when more clientele was expected due to it being a holiday. According to reports the attack involving a blast at the gate followed by attackers entering the restaurant to kill indiscriminately resulting in 21 dead including several foreigners/diplomats. It may be reclled that there have been two previous attacks in Kabul this month, one  on Camp Eggers and another on a police bus.

The uncertainty over signing of Bilateral Security Agreement (BSA) and the impending presidential elections in April the year also hve an impact on the security enviroment in Kabul and elsewhere in the country. The Taliban is reported to have claimed in recent days that it has succeeded incontrolling several parts of the country. It is expected that Taliban as well as other anti government elements will step up their violence to better position themselves in the run up to the end 2014 dead line for withdrawal of NATO troops from the country.

In view of the above it is strongly advised to take stringent precautions while staying and moving around in Kabul and elsewhere in the country. Ummecessary movements must be avoided and care should be taken while moving that the time and route are not fixed and predicatable from day to day. Restaurants, markets, malls and other place usaually frequented by foreigners should be avoided unless adequate seurity measures are in place.
