CHANGE OF NAME, ADDRESS, ETC. AFTER MARRIAGE / DIVORCE

(Time Required: Two to three weeks in respect of passports issued from Damascus.  In the case of Passports issued by PIA (Mission/Post/Passport Offices in India) other than Embassy of India, Damascus, if the records are available online, the time required is two to three weeks in normal course; and in case, records are not available online, then 40 to 45 working days)

NOTE: FOR ANY CHANGE IN THE MATERIAL INFORMATION ON FIRST AND LAST PAGES OF THE PASSPORT BOOKLET, A NEW PASSPORT IS ISSUED WITH NORMAL VALIDITY. 
     
1)   For change of maiden name to married name, address, on marriage and for inclusion of husband's name in the passport:-

  • Original Passport (including subsequent additional booklets if any)
  • Photocopy of inside cover pages and other relevant pages of the passport.
  • Marriage Certificate (MC) in original issued by a Govt. authority and duly  attested by the State Govt. concerned/Ministry of External Affairs along with a photocopy of MC.

  • Husband’s passport

    

2)    For change of name, address, on divorce and for deletion of husband's name from the passport:-

  • Copy of Divorce deed authenticated by court.

3)    For inclusion of wife's name in the passport:-

  • Copy of, and in original, Marriage Certificate issued by competent authority under Government of India (or) State governments (or) marriage certificate issued by any competent institution duly attested by Home Department/General Administration of State Govt. concerned/CPV Division, Ministry of External Affairs.

 

Change of Name/Address/Date of Birth

  • Original Cuttings of advertisement in two newspapers - one in Syrian Arab Republic and the other in India (in the area of your permanent address).
  • Photocopy of High School/School Leaving Certificate

  • If change of name is due to change of religion then Change of Religion Affidavit (Form 14) PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site. may also be submitted.

 

5) For change of name of minor:-

  • Application on plain paper signed by both the parents.
  • Photocopies of passports of both the parents.
  • Original Cuttings of advertisement in two newspapers - one in Syrian Arab Republic and the other in India in the Home State Daily newspaper.

6)    For change of address:-

  • Proof of residential address, i.e., Ration Card, Electricity Bill/Telephone Bill / Property tax return, etc.

   

7)    For change of date of birth:-

  • Declaratory order from a First Class  Magistrate dealing in civil affairs in India if there is a dispute between the two Education Boards or if the difference in DOB is more than two years, instructing that a correction in date of birth be made.  (In case the applicant had actually mentioned correct date of birth in his passport application form and provided supporting documents, but the mistake was only in writing of the passport, the Judicial Magistrate's order is not required for carrying out correction of date of birth.)

 

8)  

Emigration Clearance Not Required (ECNR)

(Time Required  :  One Working Day)

NOTE: KINDLY NOTE THAT ECNR IS NO LONGER REQUIRED FOR PURPOSES OTHER THAN EMPLOYMENT

 
Eligibility for ECNR status (any one of the following):-

  • All persons who have been staying abroad for more than 3 years (either in one stretch or broken) and their spouses.
  • All persons having educational qualification of matriculation and above from a recognized Central/State Board or possessing higher degrees from recognized Central/State Universities.
  • Persons possessing two years' diploma from any institute recognized by National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT).
  • Professional Degree holders.
  • Income-tax payers.
  • Seamen in possession of CDC and sea cadets.
  • Qualified nurses under the Indian Nursing Council Act 1947.
  • Gazetted government servants
  • Managerial level employees in hotels, restaurants, public resorts, etc. holding specialized degree in these fields.
  • Spouses of the above category of persons.
  • Dependent children of parents whose passports are stamped ECNR.
  • Persons above the age of 60 years.
  • All Children up to the age of 18 years (at the time of re-issue at the age of 18 years, ECR stamping shall be done if applicable).

 

Requirements:-

Emigration Clearance suspended for Iraq (May 9, 2004)

In view of the deteriorating security situation in Iraq, the Government of India has decided to temporarily suspend grant of Emigration Clearance for Indian citizens applying for going to Iraq directly or through Kuwait and Jordan. (As per Ministry of Labour’s Circular No. Z-11025/46/2003 Emig. dated April 15, 2004).

 

 9)   

Police Clearance Certificate (PCC)

(Time Required  :  DAMASCUS-ISSUED PASSPORTS-  ONE WEEK AND IN OTHER CASES, 30 WORKING DAYS- SUBJECT TO CLEAR RECORDS AVAILABLE IN THE SYSTEM.

 
    Requirements:-

  • Original Passport (including subsequent additional booklets if any)
  • Photocopy of inside cover pages and other relevant pages of the passport.
  • Two passport size photographs.
  • Letter from Embassy which has asked for Police Clearance Certificate.

 

In case, the present passport was issued by the Passport Issuing Authority other than Embassy of India, Damascus, a reference is made to the original/previous passport issuing authority and may take a few weeks time for the confirmation to be received.  The PCC is issued only after receipt of such confirmation.

 

10)   

Non Resident Indian (NRI) Certificate

(Time Required  :  One Working Day)

  • Photocopy of passport page showing first arrival in Syrian Arab Republic.

Birth Certificate

(Time Required  :  One Working Day)

[Note: Indian Nationals born in Syrian Arab Republic whose birth was registered with the Embassy, may apply for a duplicate copy of the Birth Certificate on payment of SP 1250.  They should provide details of original registration.

 

12.)

 I.D.(Translation of Passport details in Arabic)

No Objection Certificate/Letter for Arabic Studies etc.

*Note: All fees are to be paid in Syrian Pounds in Cash at the Counter (it can be paid from 0900-1100 hrs on all working days) along with application.  Fee once paid is not refunded, even if the application is withdrawn or the service refused for whatsoever reason.
