Re-issue of Passport - General Guidelines

(Time required: Two to three weeks in respect of passports issued from Damascus if submitted documents are in order.  In the case of Passports issued by PIA (Mission/Post/Passport Offices in India) other than Embassy of India, Damascus, if the records can be verified online, the time required is two to three weeks in normal course; and in case, records are not available online, 40 to 45 working days).

1)   A new passport can be issued on the expiry, or up to one year before expiry of any passport, which had an initial validity of 10 years.  It is necessary to have a valid visa on the previous passport. If a passport is renewed after one year from the date of its expiry, an affidavit (Form 1) is to be filled. If all the pages of your passport have been exhausted, then also you will be issued a new passport of ten years validity from the current date for a fee of SP 39,000 if you want an ordinary (36 pages) passport or SP 52,000, if you want a Jumbo (60 pages) passport.  This will apply for all other cases like ‘Change in appearance’ or any change in material information on first or last laminated pages of the passport, e.g. name, date of birth, place of birth, signatures, etc., where a new passport booklet is required.

2)  The validity of a passport cannot be extended beyond the date of its final validity. An application for a new passport (Form 2) has to be submitted along with the old passport and copy of Iqama (residence permit).

3)  A separate passport must be obtained by every individual. A child's name can no longer be endorsed on a parent's passport.

4)  The applicant should submit the application in person for identification or through authorized representative

5)  Four Recent photographs with white background showing frontal view of full face in civilian clothes taken in a studio (Polaroid photographs and photographs with dark glasses or uniforms and computer generated photographs are not accepted) should be submitted along with the application

6)   Documents in Arabic should be accompanied with typed English translation from authorized translator

7)  Supporting documents like marriage certificate (to be attested by the Secretariat or General Admin./Home Department of the same State Govt. where marriage took place), birth registration certificate, affidavits should either be issued by a Government body or attested by one.  Marriage Certificate issued by Churches and Qazi’s Certificate (with a certified translation) in case of citizens following Christianity and Islam respectively can also be given as proof of marriage.

8)  Applicants are advised to ensure that their application in the prescribed format is complete in all respects; that all columns are correctly and legibly filled up and no column is left blank, unfilled/non responded to or vaguely filled with a dash, tick, etc. All signatures in the application should be with ballpoint pen within the signature boxes.

9)  All Passports are printed at a Central Passport Printing Facility at New Delhi.

10)  Hand written passports are no longer issued now.  However, as per latest instructions on the subject, a Short Validity Hand written passport valid for 6 months can be issued on the written request of the applicant for emergency purposes only.  Such applicant is however required to apply for Machine Readable Passport at the earliest with requisite fee for a new passport booklet as per existing rules and regulations.

11)  It is an offence under the Passports Act 1967 to furnish false information in the application. Passport facilities could be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The Passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.

12)  It is an offence to hold more than one valid passport at a time. Those Indian citizens acquiring citizenship/passport of another country should immediately surrender their Indian Passport to the Indian Embassy/ Consulate. For detailed instructions and penalty, kindly see the Advisory.

13)  Requirements for submitting an Application for New Passport:-

  • Original Passport (including subsequent additional booklets if any),

  • Copy of Iqama
  • Requisite fee
  •  If passport is renewed after 1 year from the date of expiry, an affidavit(Form 1 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.) is to be filled and additional penal fee is payable.

 

Passports for Minors (less than 18 years) (Time required : Two to three weeks in respect of passports issued from Damascus.  In the case of Passports issued by PIA (Mission/Post/Passport Offices in India) other than Embassy of India, Damascus, if the records  can be verified online, the time required is two to three weeks in normal course; and in case, records are not available online, 40 to 45 working days)SP 26,000

14)  Minors are issued passports valid for 5 years from the date of issue or till 18 years of age, whichever is less.  Passport application Print out of online passport application , duly signed by both parents  Child should affix his/her signature or thumb impression in the "Signature Box" along with both parents’ passports in original and photocopies thereof, should be signed by both parents.  Minor should affix his/her signature or thumb impression in the “Signature Boxes”.

Note:  THE CHILD SHOULD BE PHYSICALLY PRESENT IN SYRIAN ARAB REPUBLIC AT THE TIME OF SEEKING PASSPORT SERVICE.  Under no circumstances should the parents try to obtain passport service for a child who is not present in SYRIAN ARAB REPUBLIC.

15)  Minors between the age of 15 and 18 have the option to apply for a full validity passport (ten years) by payment of fees as applicable for issue of passports to persons above 18 years of age. However, a ten-year validity passport in such cases will be issued only on receipt of police verification report. The validity of the passports of children more than 13 years of age will be restricted till the date they attain 18 years of age in case a 5 year validity passport is asked for.

16)  Requirements for submitting an Application for Renewal (New Passport Booklet) for minor:-

  • Original Passport (including subsequent additional booklets, if any)
  • New Passport form (Form 2. PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.) duly signed by both parents (Child should affix his/her signature or thumb impression in the “Signature Boxes”)
  • 4 latest passport size coloured   photographs with white background (no side-pose photo/no photo with coloured specs or in uniform or with cap - photo should have frontal view of full face)
  • Copy of iqama
  • Passport copies of both parents
  • If passport is renewed after 1 year from the date of expiry, an affidavit (Form 1 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site..) is to be filled and additional penal fee is payable.

 

17)   Requirements for submitting an Application for issue of Separate Passport to Minor Child whose name is presently included in mother's/father's passport:-

  • Mother's/Father's passport in original
  • Photocopy of the passport page where entry of the child's name exists
  • New Passport form (Form 2 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.) duly signed by both parents on its back (Child should affix his/her signature or thumb impression in the “Signature Boxes”)
  • Passport copies of both parents
  • 4 latest passport size coloured photographs with white background (no side-pose photo/no photo with coloured specs or in uniform or with cap - photo should have frontal view of full face)
  • Copy of Iqama
  • Affidavit of Parents for Separate Passport in Favour of Minor Child – Form 3 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site. (to be signed by both parents if residing in SYRIAN ARAB REPUBLIC), or
  • Affidavit (Form 4 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.) signed by one parent if the other parent’s signature cannot be obtained, or

Issue of Passport to New-Born Child and Birth Registration)
(Time required : Two to three weeks from the date of submission of application)
SP 26,000 for passport
SP 26,000 for Registration.

18)   Every child who is born to Indian parent(s) in Syrian Arab Republic is issued a separate Passport.  It is not possible to include the child’s name in the Passport of mother/father/ brother/ sister

19)  The birth of every child born in the Syrian Arab Republic to Indian parent(s) is required to be registered with the Embassy of India, Damascus.  A Birth Certificate is issued by the Embassy to the child after registering his/her name as an Indian national and a separate Passport is issued to the New Born child.

20)  Requirements for Birth Registration & Separate Passport (BRSP) for Child:

  • Birth certificate (in original)  from M/o Interior (Civil Affairs) duly authenticated by Ministry of Foreign Affairs, along with its English  translation by Sworn Translator, and a photocopy thereof.
  • Birth registration application (Form 7 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.)
  • New Passport form (Form 2 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.) duly signed by both parents (Child's thumb impression should be affixed in the “Signature Boxes”)
  • Father’s/Mother’s passports, in original, along with photocopies thereof.
  • Copy of marriage certificate duly attested by Home/GA Department of the State Government concerned if husband’s name is not included in wife’s passport or vice-versa.
  • Four (4) passport size coloured photographs of the child with white background (no side-pose photo/no photo with coloured specs or in uniform or with cap - photo should have frontal view of full face)
  • Affidavit of Parents for Separate Passport in Favour of Minor Child – Form 3 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site. (to be signed by both parents if residing in SAR), or
  • Affidavit (Form 4 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.) signed by one parent if the other parent’s signature cannot be obtained, or

21)   Requirements for issue of New Passport in lieu of Lost Passport:

  • Police Report along with its authorized English translation
  • Sponsor’s letter
  • New passport application in form (Form 2 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.)
  • Lost passport Affidavit (Form 9 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.)
  • Photocopy of lost passport
  • Copy of Iqama or Identity card or Driving license or PAN Card or Election ID Card, etc.
  • Four (4) Identical recent passport size coloured photographs with white background.

  

  22)   Requirements for issue of New Passport in lieu of Damaged Passport:

  • Damaged Passport
  • Copy of damaged passport

  • Damaged passport Affidavit (Form 9 PDF file that opens in new window. To know how to open PDF file refer Help section located at bottom of the site.)
  • Copy of Iqama or Identity card or Driving license or PAN Card or Election ID Card, etc.
  • Four ( 4 ) Identical recent passport size coloured photographs with white background

 

23)   In case the validity of the lost/damaged passport has already expired, a new passport is issued on payment of normal fees of SP. 39,000 or SP. 52,000 only. However, all other requirements as listed in Para 21 or 22, as the case may be, have to be completed in such cases also.

 24)  Requirements for issue of an Emergency Certificate for one-way travel to India in case of non-availability of a valid Passport with the applicant and where a new passport cannot be issued immediately:-

  • Affidavit regarding Nationality
  • Proof of Identity / Passport copy / Driving License or PAN Card or Election ID Card, etc.
  • Four ( 4 ) Identical recent passport size coloured photographs.

 

*Note: All fees are to be paid in Syrian Pounds in Cash at the Counter along with application. Fees once paid are not refunded, even if the application is withdrawn or the service refused for whatsoever reason.
